TECHNOLOGY SERVICES CASE STUDY
Surveillance System Consolidation
Our client is a large, multi-campus tertiary institution with 26,000 students and 700 staff. The university had implemented several CCTV (Closed Circuit Television Systems) across a large number of buildings at one campus in past years. While the technology implemented was, in most cases, adequate and the surveillance coverage provided met the security needs, there was little integration between the systems. This meant that the number of Security Officers required to monitor the different camera systems in the various locations was large. Furthermore, consideration had not been given to maintaining a consistent technical management control system throughout the entire campus resulting in difficulties in assigning Security Officers to each mini control room due to unfamiliarity with the operating requirements of each system when they got there.
Challenge
Introduce one simple and easy to use control management system at all locations
Introduce uniform operating procedures across all locations
Reduce costs through introducing innovative solutions.
Solution
Consolidate the different technical control systems into a new technical management system that could be operated from either the central control room or at each local satellite control room.
Use a single management control system that would provide the same operating procedures and functionality regardless of where it was being operated from.
Results
Consolidating the management control system resulted in a simple and easy to use system for users
Using a common management control system meant that all Security Officers could be trained appropriately, significantly reducing the cost of training
Consolidating the management control system allowed a rationalisation in the number of Security Officers required for monitoring since a greater number of sites could now be monitored by a single Officer. This delivered a significant cost reduction to the university resulting in a payback situation for the implementation of the electronic systems in less than 18 months.
The overall response to security events was improved since several Security Officers were freed from guard and patrol duties allowing more effective and timely responses.
Overall security was improved due to the increased visibility of Security Officers.
Allowing simplified control of the CCTV system from multiple locations delivered greater flexibility in Crisis Management Planning and Response.
